India and Pakistan, a classic "Richardson" Arms Race: A Genetic Algorithmic approach

چکیده

The mid-1998 troubles between India and Pakistan are used to demonstrate that a realvalued Genetic Algorithm (GA) can find workable solutions to Richardson’s Theory of Arms Races. This theory, developed in the late 1940s, needs such a big search space that it was never very useful — until the arrival of GAs. Rough ‘starter’ values for the rate-constants in Richardson’s equations are gleaned from International Monetary Fund statistics. The resulting GA found, first, that very small changes in percentage defence expenditure made all the difference between stability and instability; second, that although there are dangerous pockets of potential instability in the developing arms race, nevertheless there are large areas of stability as well; and third, that it is possible to predict when instabilities will occur. Properly refined, such predictions could give early warning of ‘flashpoints’ and might even be used to prevent an arms race from escalating into open war. The conclusion includes comments on the practicalities of using GAs in this type of application.

A Hierarchical Bayesian Arms Race Model

There is a long history in the social sciences of building models to describe processes related to arms races. These include both theoretical models, such as the actionreaction Richardson model, and empirical models. In addition, there is a substantial literature on estimating parameters associated with these models given observations of military expenditures, or various proxies. Such methods s...

A GA-based Tool to Predict Conflicts between Nations

We use Genetic Algorithms (GAs) to predict the outcome of arms races between nations. A means of predicting if, and more importantly, when an arms race is likely to escalate into open conflict would be of enormous social, political and economic benefit. Richardson developed a theory of arms races in the late 1940s but his methods needed a prohibitively large search space and no implementation o...

Parallel Genetic Algorithm Using Algorithmic Skeleton

Algorithmic skeleton has received attention as an efficient method of parallel programming in recent years. Using the method, the programmer can implement parallel programs easily. Calculated Security? Mathematical Modelling of Conflict and Cooperation

The pioneering work of Lewis Fry Richardson on modelling the arms race raised expectations that mathematics can contribute to peace and conflict resolution. Based upon Richardson’s model, various extensions are discussed, with a focus on time-discrete nonlinear models showing chaotic behavior. As a general framework for the modelling of conflict and cooperation in international security a multi...
